Italy, as a net contributor to the EU budget, has stated it could never accept a troika-like subjugation to EU fiscal commissars in the current harrowing circumstances, and their only alternative would be for the country to start issuing its own debt. At which point the European Central Bank loses its monopoly to control money within the Eurozone.
