France and Germany proposed on Monday a 500 billion euro Recovery Fund that moves the EU more in the direction of a transfer union by offering grants, not loans, to EU regions and sectors hit hardest by the coronavirus pandemic. However, the grants will have strings attached and be based on a clear commitment to follow sound economic policies and an ambitious green agenda.
